Just get a couple of 3' sticks of 2x2 angle 1/8, cut to fit and install them either under or in place of the current xmember and your good to go...

I'd make it out of a single piece of 1"x2" rectangular tubing.
The primary purpose of that crossmember is as an attaching point for the "three legged" rear gas tank strap, so it is only holding up a fraction of 120# of gasoline and 25# of empty gas tank.
