crank but no spark after engine swap


CEL should go OFF any time crank is spinning, it means "ICM" is getting a good crank sensor signal/pulse and passing it on to the computer

So reads like crank sensor issue
Are you using the crank sensor and pulley(tone wheel) from the 1994 or 1999

They are the same sensor type, VR, and should be compatible either way
But CEL staying on means no pulse while cranking, so no spark
Make sure sensor is close to tone wheel, but not touching as wheel/crank spins

Yes, you can use oscilloscope, its a VR(variable reluctance) sensor, not a Hall Effect sensor
Loads of how-tos on internet on testing with oscilloscope

And same 35 tooth tone wheel

Can't say on the wiring, but its only 2 wires which can be reversed without issues, so..............
There is a 3rd wire, it's a shield wire, blocks interference, only one end needs to be hooked up, or nether end, its an "engineering wire" so not really needed, lol

If you spliced in a new connector to fit the 1999 sensor then check it

And just to confirm that your are using the 1994 wiring harness and 1994 computer, 1999 will not work
 
I don't understand the second part of the comment but yes it is 1994 harness.
