I've seen tons of cars at shows with strobes. As long as you only use them there and on private property you should be ok. Going out and showing off to friends on a road or parking lot would be a bad idea...
 
Im not surprised they are illegal in California haha. i talked to a police officer about them and they said that they are legal here since they can be used as hazard lights.
 
Around here the Volunteer fire fighters are allowed to use green flashing lights on their dash and in the back window. no mods to the factory lights.

Yeah, that's sort of our law.

The stupid thing is, if you read through that link I posted, the blue light means jack shit. It doesn't make the vehicle into an emergency vehicle and the other drivers don't need to pay any mind. The volunteer fireman has no right-of-way priveleges at all and must obey the traffic laws. The flashing blue light is just a pretty ornament.

So what's the point? We volunteer to pull over and let them pass? Give them guys red and whites and end the ambiguity.

Indeed. And people may say "I'll just use them when we're parked at shows" well is say bull sh*t.... people always end up showing off...
