Converting to OEM power locks/windows

I have a 1996 Ranger. I want to add OEM power locks and windows. I have gotten several parts from the junkyard but I don’t really want to remove my dash or the junked truck dash so I am going to make a harness. I have 2 questions:
1. The Driver’s Unlock Relay and the Power Window Relay are separate from Relay Box #1, which houses the Lock and Unlock Relay and the One Touch Down Relay. Does this mean they are different from the relays in Box #1? Or are they the same?
2. I was in the junkyard today and peeked into a 1999 and I could see Relay Box #1 hanging down so I snipped the wires and bought it. I figured it would help save time and make my new harness neater. I looked at the connections on the 1999 and compared it to the diagram of the 1996 and noticed a difference. I’ll attach pictures. Is the wiring the same result, just a different way of doing it? It’s the black/ white wires on circuit 171.
 
Functionally the same.
 
Not a clue. Sorry.
 
Something else I just noticed. Look at the relays for both years. They are wired differently. Anyone know why?
