I have noticed that on many small lift kits (usually 2") especially Superlift, a few inches can be obtained by upgrading the front control arms. Would this apply to Rangers?
 
No, the only small lift for a 98+ ranger is to either crank the torsion bars up or install leveling keys, which do the exact same thing as cranking the bars.

Other than that the next step is the 4" kit from superlift.
