The only weak spot is the ball joints, which is not a big deal. If you are in the salt belt check for rust on the bottom seams of the doors and tailgate.
The 4.0 SOHC in an FX4 with 4.10 gears is strong as hog's breath.
The only way you'll see 21 mpg is going downhill with a tailwind*.
* That said, I've seen as high as 23 on my Sport Trac but that's keeping the cruise on 60 mph on a flat road and I have a Gibson exhaust and K&N filter.
