Cold surge

I'm new here and have a 86 bronco ii with a a4ld trans and have a couple of problems. I have a cold idle surge and a code 31.any ideas, it runs great when warm but I think it has poor mpg, about 17. Also the transmission is acting weird. When I floor it it kicks into neutral then let off and goes back in gear. I changed the modulador with no diff. Could it be a kickdown issue? I just got this rig and is in great shape just straightening out a few issues
 
The surge may be an intake leak, but am not sure what the code is.

The trans in my old Ranger (1990) did the same thing, two weeks later it died. Might try changing the fluid to see if it helps.

Code 31 is (1) EGR Control Valve Sensor Fault.

(2) EVAP control system below minimum voltage.
