cold start problem, '94 351

this is dads farm/snowplow truck, '94 reg cab longbed, F250, 351, E4OD, 3.55's. has a very week spark when cold, sometimes wont start at all, if it does start, its good for the rest of the day, spins over plenty fast, would a pip sensor cause this? coil is good, t.f.i. module has been replaced with new and no changes, ignition switch was bypassed and didnt help. any similar experiances?

My mustang with the 302, which is very similar to the 351, does the same thing... I've haven't had a chance but i'm hoping to switch to E3 spark plugs and I think that'l help....
