Clutch Slipping???

Going down the road at 55mph today my dad said he rested his foot on the clutch pedal (didnt put pressure on it) and it vibrates what seem like more then normal. He said that its difficult to get it to go past 55mph but we were going into the wind. But his clutch is different then mine as his "grabs" sooner then mine does. The truck is a 1984 Ford ranger 2.8 liter 5speed 4x4. Is what he is experiancing normal or does the clutch just need bled?
