I took out my cluster and drove to my workshop. I had my scanner hooked up to the odb2 while I drove so I could still know how fast I was going.. I noticed that while I was driving, the voltage on the batt was reading at 11.9.

When I got where I was going, cluster got plugged back in and volts went back to 13.6. Is there something I need to short to keep the volts where they should be?

I am wanting to make a custom cluster, and just want to make sure I am not missing something..

Yes. The Battery light has a 500 ohm resistor in parallel. Without it connected, the Alternator won't charge. If you PM me your e-mail address, I can send you the (1993) schematic showing that. You might see it in the cluster, if you trace from where the GY/Y and LG/R wires connect, you should see it.
