That depends on year and model. Cat equipped Mustangs had anywhere from 1 to 5 over the years. The ubiquitous 86+ 5.0 Mustang had 4. All Explorer 5.0's had 4.

Mine had no problem.
But I'm not sure if you're asking a legal question. For inspections, I think cats are choosen by engine size.

Cats are rated by engine size. Best bet is to get some high flows from Summit or Jegs. Low cost + more hp + emissions legal= good stuff.
