My 99 4.0L does not have the power it used to. Please note I am in CA.

I am thinking it may be a clogged CAT.

Is there a good method to test if the CAT is clogged or not ?

Is there a good aftermarket cat I can bolt up ?

Cats rarely clog or melt and if they do it's usually a result of something else causing the cat to fail. Pull codes before you start wasting time/money.

You can test it with a vacuum gauge, but it's a wild guess and it's going to be wrong.

You need professional diagnosis if you're going to guess like that. Any competent smog-check shop (excepting test-only stations) should be well equipped to help you. Do NOT ask for a smog check (you'll almost certainly fail); ask for a diagnosis.

This could be anything from a ruptured diaphragm to a chafed wire to a stuck parking brake.

Being in CA is irrelevant. The differences have been minor since the mid-80s.
