OK, this may be dumb but, Torsion keys can give my 99 2inches of lift, can i still crank my bars for another 2inches??? or am i only gonna get 2 inches out of it with out spending some serious cash??? (Yes, i know all my other options!!!!!)

You'll only get 2" out of it without spending huge cash.

you may be able to crank the bars further (I know I could easily push mine to 3"+ but the basic reasons you can't do that are: 1: CV angle-it gets too steep and they will pop 2: downtravel-the torsion twist eliminates it and your front end will ride like ass (you can get with up to about 2" and still ride ok)
 
Cranking the bars with or without keys will only get you so much because the stock suspension travel and geometry is what it is. Whatever amount you "lift" it by is also how much downtravel you lose.
