Cam timing is off(I think)

Got the truck back together tonight, and drove it around. Seems very weak on power, though it runs ok. When it gets loaded(going up a hill), it has a hard time keeping up.

So I think the cam timing is off a bit. What's the best, most accurate way to ensure that cam timing is correct? I set the ignition timing to 10 degrees BTDC, while disconnecting what I think is the appropriate plug on the harness.
