Calling all troubleshooters

1992 ranger with 2.3 and 5 speed. Truck sat for a couple of years before i got it. Replaced fuel pump and filter. Cleaned tank and flushed lines. Also replaced fuel pres. reg. and just changed plugs and wires too. I also replaced the fuel pump relay and disconnected the fuel pres. safety switch. Truck is hard to start sometimes and sometimes it fires right up. I can be going down the highway sometimes and its just like it slowly starts losing fuel pres. I can cut it off and crank it right back up and the thing runs like a raped spider monkey. It might run good for a week and it might run good for 5 min. I am also getting a C.E.L. It seems electrical but what else controls fuel pres. that i havent already changed? Any help will be appreciated and sorry for the long post, just trying to be thorough. Thanks
 
How do you know it's a fuel pressure issue? whats the code?
 
There was no pressure at the valve on the rail and i dont have a code reader.
