C4 shift linkage won’t move...

Guys i noticed I cannot really move the shift linkage on the side of my C4...is this normal? Thought I should be at least be able to move it from foward, reverse etc. manually, i.e. click through the gears like on a transfer case. The transmission is out of the vehicle and is a fresh rebuild by the way.

You should be able to shift it through all the positions by hand with some effort. If it was just assembled I bet the shift lever was out of place when the valve body was bolted down. Sounds like the pan needs to come off.
 
Walt, should there be 2 shift levers on the side of the trans, one for the kick down and the other to shift? I only have one on the very outside that moves independently and I think I’m pushing down on the kick down. I think I’m missing the shift lever.
