I have some sketches i made for building a tube bumper. I will be welding the tubes to the existing winch bracket. I have never bent steel tubing so i was wondering can this be done with a cheap hand pump bender?

You can buy a new bumper at Duffs and modify it to fit your truck ( just fab up the brackets). This drawing you did is of a James Duff style bumper. You can buy them on Craigslist as well. Check areas close to you and go to James Duff's website. I had that same bumper you drew on my BII and it was really nice. I paid $250 with shipping for the bumper and modified the brackets to fit my 89 BII.
