Breaks very grabby when hubs are locked in

Hello i have a 90 ranger 4x4 with a 2.9 and i noticed that when the hubs are locked in one of the front tires always tries to lock up onslick surfaces when lightly slowing down and getting on the breaks at low speeds. i repacked the wheel bearings and didnt see anything out of sorts with the rotor and caliper, pads look good no oil or grease on them.. when the hubs are unlocked it works normally. any ideas?
 
I would assume the oposite (other side) rear brake to be the problem (kitty-corner),

Once every thing is engaged, try this.... leave the hubs locked, but put it in 2wd do the brakes still do the same problem, or is it now gone ?

if problem persists, then it's front axle related, if problem goes away, then it's rear axle related.....

Wow youd think id have learned to spell by now haha,, but yea in 2wd with hubs locked in it does the same thing
 
LOL, it's NOT you it's the "ghost in th machine, it's living in your KDB (see) like Mine (where did that "cap" comefrom..... He's really playingwith me today'

Aside from the crazy kbd. are both tires on the front axle the same size and brand, AND at the same pressure ?
