i have a 99 ranger with abs and when the breaks get wet and im slowing to a stop they seem to just lock up at the slightest tap any ideas on what it could be i thtink i might need new back break pads but thats it

Pads are absorbing water and swelling and locking up. Once you run it a bit it clears up i bet. they heat up and the pads shrink back to normal size.

on my 89 my rear anti-lock light is on, and when i slam on them it locks. i dont kno what would cause it.

99, check to make sure you aren't leaking brake fluid anywhere. When that stuff gets on the pads or shoes, it makes the brakes grabby as hell. If you have no leak consider changing over to factory (motorcraft) pads and shoes.
