Bought a new fuel pump for nothing! Electrical problem?

Hey guys I've got a bit of a problem here. My fuel pump doesn't run because of some faulty wire I'm assuming. I don't know the first thing when it comes to "fixing shorted wires" if thats what the solution is. I was hoping someone could tell me what to do specifically. I've narrowed down the problem in the fuel system by process of elimination. Not the inertia, not the fuses, new relay, new filter, and just installed new pump. It absolutely has to be something in the wiring... :icon_confused: Any contribution helps! Thanks!
 
CEL come on with KOEO ??

go buy yourself a powerprobe. my favorite electrical tool ever. lets you know if you have power, and how much and if you have a good clean ground signal.

looks mighty spiffy. already blew enough on the pump I think.. How bout a voltmeter?
 
Does you check engine light (CEL) come on with the Key On Engine Off (KOEO)
 
I just went out and bought a multimeter to check the wires. Started at the relays (fuel & ecu) which gave 12.5v then the inertia which read 6.9v and finally the pump wires which were 6.8v. Is that normal? The schrader valve shows that there is absolutely no pressure.
