Body lift kit: 93-94 vs. 95-97

I've got a 94. Want to put a 3" kit on. Can't find any part numbers for rear bumper brackets. The 95-97 has them. It was my understanding that there shouldn't be a difference with a 94 and a 95. They're clearly the same bumper. So what gives?
