whats the best/cheapest way to fix this? it is leaking....it looks like the manifold bolts to a part and that part bolts to the head.....what is this part?
99 ranger xlt 3.0 flex 4x4

I don't see anything broken...the part that bolts to the head IS the manifold.

top of pic 1....broken stud making the truck sound like a tank.....
 
The best way would be to remove the busted portion and install a new exhaust bolt.

The cheapest might be something similar to a c-clamp.
 
Pop the manifold off. It looks like there is a bit still sticking out, you might be able to get a nut or some vice grips on it.

Then get yourself a new gasket and some new hardware.
