2.3L ('83-'97) belt tensioner ideas

I went to change out the drive belt/serpentine belt/accessory belt and per the directions you're supposed to use a 3/8" wrench and turn the tensioner counterclockwise. My problem is that with the truck sitting in the elements for 14 years, the previously mentioned part does not want to move. Any ideas on how to break it free?

I didn't pull the fan and shroud, really don't want to but will if it'll be substantially easier; need to switch out the thermostat and water pump gasket anyway...

If the ratchet isn't getting it to move (it is somewhat stiff) take a ~12" adjustable wrench and put it around that end part of the tensioner around where the ratchet would go, I'm not going to go out and measure mine right now but I could tomorrow night and test out that theory (I have a '97 as well)
 
Update: got the tensioner to move with a 3/8 breaker bar. Plan to get the belt replaced this weekend along with the fuel pump.
