Quick question,
If I buy new rotors and bearings, is it necessary to change the races in the new rotor or do they not come with races installed?
 
I never have, I clean and inspect the bearings, if they look good I repack them and install them in the new rotors with new seals.
 
99.99% of new rotors will have races installed, but they probably don't have inner seal, so you probably want to pick that up too.

So, as @19Walt93 says, you will want to check your existing bearing, and if OK, clean, repack and reinstall. Install the seal (remember to install the inner bearing, before the seal).
