Auto Rev/Stick Throttle Issue

Hey all, I have a 96 3.0 stick shift and have a question about my truck reving up automatically. It first started a while back if I was above ~3500 rpm and let my foot off the gas it would seem as if my throttle was stuck on and the truck rev'ed up and wanted to sit at around ~4500rpm. The only way to fix this was to either mash on the gas pedal over and over until it somehow returned to normal, or to turn the truck off and back on. Now lately sometimes when I turn the truck on it does the same thing the moment it stats up, but when I turn the truck off and back on again everything is normal.

Does anyone know what this could be and how I could fix it? Thanks in advance.
 
It could be the Idle Air Control Valve (IAC). If it is stuck open, it causes the engine to rev way too high at idle. By the sounds of what your having though, it could just be one that is dirty or clogged, and hasn't failed completely yet.
