I've noticed when looking at various year explorers, 1995 and up all have the 3 position 4wd switch. However, there are two types.

Type 1 (2WD, Auto4WD, 4LO)

Type 2 (Auto4WD, 4HI, 4LO)

Which one is better? I would like to have 2wd, but that makes me think the only way to truly lock in 4WD is to be in low which is not gonna work on the freeway.

Both types use the same transfer case, the 44-05, which is similar to the 1354 but houses a clutch that can "unlock" while in 4wd to allow more of an AWD feel to help get around without the jerking normally associated with locked center differentials/transfer cases.

95-96 Explorers came with the type 1 your referring to, and have an actual 2wd mode. Burn the rear tires all you want here. Lock it in 4wd and you can manuever nicely like an AWD vehicle due to the clutches. When wheel slippage is sensed the front wheels momentarily receive power for a few seconds, unlocks, and repeats the process if necessary. To "lock" it in 4wd manually, you would have to do the "brown wire" mod.

97+ Explorers lack true 2wd. With auto 4wd, 4wd automatically kicks in when wheel slippage occurs (ex. Slippery road on a hill in the rain) without driver input. Good for daily drivers. Dont try to burn tires with this setup. 4wd locks in just as any 4wd system. To receive "true 2wd", you have to do the "brown wire" mod.

Both systems are easily dealt with by using the "brown wire" mod. You can find the info here...

I am looking at one for my mom, so I am thinking the Auto, 4h, 4l would be the best option. Won't need to even think about it. Just drive it.

Exactly. My daughter has one in WV. 99EB 4.0 Auto.
Never have to touch a thing, if a rear wheel slips, 4WD is there.
Subtle too, but I can feel the front pulling (but I "get on it" way more than most folks).

You'll be impressed.
