Well, same problem I've seen a bunch of people have on here and other sites. I replaced the brake shoes on my '93 Ranger in December. After putting everything back where it was supposed to go, I couldn't get the drum to go back on, even with the adjuster turned all the way down so the brake shoes wouldn't drag. I have a little better idea what the problem is now. I believe it's either the cable that's hung up for the e-brake or it's something much dumber. I could put the drum on fine if I left the strut bar out of the assembly, but obviously have no e-brake on the driver's side. I'm going to check my assembly again and see if I can figure it out. Here's what I have going on.

You put it back together right as far as I can see. Had the same problem last year with my 94. My passenger side parking brake cable was rusted out. Replaced both driver and passenger side and everything went back together with ease.
 
Well, I took it apart again and using my picklefork, pulled towards the front of the truck using the hub as a fulcrum with the release pulled, pushing the ebrake arm towards the back of the truck. I put it back together and it let me put the drum on. test drove it and it seemed fine, then heard a clink and it starting dragging. got home took it back off and my starwheel assembly had fallen down. put it back in and tightened it up, and it seems fine now. if it comes back, ill update.
 
that looks like a new adjuster, there are right and left hand,if you put it on the wrong
side it will loosen up when used, pull the small end cap off,there should an r or l on the
end. the rest of it looks fine,
