These are the highway on-ramps from a town of about 3-4k people. They are permanent and are obviously used to prevent access to the highway. They're popping up in many areas now in central wisconsin. I've never seen them before, and still don't understand what the point of them is.
I've heard they are for the winter weather (some bogus thing about severe winter storms and driver safety) but why after sooo many years of it being a way of life up here do we all of a sudden need these? Forcing people to drive on county roads instead of the hwy (the first road to be plowed and salted anyways) is by far more dangerous. They tend to rarely salt county roads up here, especially with the economy the way it has been. So to me, this is either a huge waste of money for a pointless and not well thought out idea, or there is something hidden behind the curtains.
Are things getting more strange in other areas of the country too?
