Anti-Theft Nightmare

So I disconnected my battery while I was fitting in some running lights, I did not hook any of the wiring up to my truck yet. After hooking the battery back up i got power when I turned the key on but when I try to start it the anti-theft device prevents it from starting. The red light on the lower left part of the dash blinks rapidly and keeps making a rapid clicking sound (kind of like a relay sound). Yes I have tested the battery and it is fine, so how do I disable the anti-theft device or reset it? It is a 1993 Ranger 2.3L 5spd. I've searched online everywhere and found no information on this problem.
 
It is not a Factory PATS anti-theft system, do you know what model the system is?

How did you enable and disable it before?

Have you tried locking and unlocking the door with the key?
