They are just a square washer pretty much that is not adjustable, so any way you look at it you need the camber/caster eccentrics if the truck is needing camber/caster adjustment.
a washer? no. they are more like a large, threadless bolt with a hole drilled through it:


the factory installs whatever offset is needed to get the truck in alignment. this is usually not a zero degree bushing. every truck that rolls off the factory floor is a little different and therefore the bushing needed varies from truck to truck. IIRC, bushings are available in 3/16 of a degree increments from 0 all the way to something like 2.5 degrees. most vehicles will have under a 1 degree bushing installed from the factory.
so dru, to answer your question: your chamber may or may not be adjustable. it depends on what offset your truck currently has. either way, it likely wont have enough adjustment to re-align after installing a spacer. you will have to obtain a larger offset bushing (most alignment shops have them in stock). your chamber WILL go out after installing the spacers.
