Hi I'm getting a flashing code 13 on my 1995 Ranger and I have found it to mean this. Air Bag Circuit or Crash Sensor Circuit - Shorted to Ground. Now my question is what exactly does that mean and how do I fix it. :)
 
It means that either the air bag circuit or the one of the crash sensors is shorted to ground. Somewhere in the wiring, there is a dead short that is making contact with the ground of the vehicle.

Start by checking all the connectors you can find for the air bag system. Check to be sure that all the wires are still in the connectors propely. One may have gotten corroded and fallen...and is now touching the ground. If all the connector wires are good, then start tracing the wiring. It's damaged somewhere...
