Air Intake Question

Ok, This may sound dumb and im not real engine saavy but... I had my passagener fender off today for some body work and Im looking at the intake tube.

Why is behind the fender with the opening of the tube towards the back of the truck??

It seems to me it should be pointed forward in the direction of travel for air to go in, right ?

Can someone explain this to me
 
So when you hit a puddle you dont suck water in, regardless it's a cold air source.
 
Yea that's the way it should be look up air snorkel mod for proof/pics...
 
It is a 'ram air rain rejector', used to convince rain and other water sources to just keep on going and bypass traveling up the air intake. It also quiets the sound of the intake without causing more restriction. The sound is buried, more or less. You will have sufficient airflow to feed the engine in all normal applications, prevent water ingestion or ruination of the filter element, and reduce overall noise. A three-fer. Why not?
