Access to HVAC Intake Tube in Cowl

On a 2000 Ranger does anyone have an idea if the HVAC fresh air intake tube that is located inside the cowl can be accessed on the bottom side by removing the HVAC blower? My Ranger leaks on the passenger side during heavy rains. After removing the center cowl inspection plate on the firewall and looking at this intake tube, it appears that the tube was not properly sealed at the factory. Access to seal the tube from the cowl side is very poor. I was hoping to gain access to seal the tube from the bottom without having to remove either the inside or outside HVAC boxes. Thanks for your help.
