ABS/speedometer problems

I have an issue with the ABS light coming on and the speedometer starts acting crazy. You can even feel power being cut from the motor when the speedo is going all over the place. I have replaced the speed sensor and that didn't fix the problem. Any help would be appreciated.

Also, I just ran the code from the orange and black connector and got 16 flashes from the ABS light. No clue what that means.

I just reset the codes and now I get a code 9. Still no clue.
 
Replace the ABS/speed sensor in the rear axle.....20 bucks and done!
 
^Sounds like he already replaced the VSS on top of the rear axle.

If so, check the connector under the driver seat for corroded contacts, clean them up and then pack it with dielectric grease to ward off water intrusion.

Code 16 = Normal operation, code 9 = rear axle VSS/ABS sensor circuit high resistance.

You'll want to verify the RD/PK and LG/BK wires are good from the axle sensor all the way to the ABS module.
Those two wires are also conveniently located at the RABS test connector, which you've already found.
