A4LD Vacuum Diaphragm

I would like to know what the effects are by either raising or lowering the actuation pressure of the vacuum diaphragm. I believe the factory setting is 14" of vacuum to activate the diaphragm. I live at above 9000 Ft ASL and when the mechanic rebuilt my transmission he lowered the setting to between 9 and 10 Inches.
:dunno:Does this setting cause the transmission to downshift at a lower load?
