A4LD not wanting to shift

I'm workin a buddy's 93 explorer, it had numerous problems, but Ifinally got it down to one. (The biggest one was a bad MAF causing it to run really rich and cough and sputter and blow black smoke).

But the last problem is the tranny not wanting to shift out of 1st. It'll shift 2-3 just fine, and 3-4 just fine, but it's a little shy about going 1-2. If you let off the gas for a second and then get back on it it will shift, but it doesnt want to do it under load. Any idea what the problem might be?

When the transmission shifts from 2-3...3-4 does it pile up the shifts? Meaning does it shift quick after it comes out of first gear? Like being in 4th at 20 MPH? If it does it either way adjust the detent cable. Should be hooked in with the gas pedal, but the adjustment is out on the firewall. You need to have 2 people to do it. One inside to hold the pedal to the floor and the other at the firewall pressing the button to adjust it.
 
No it doesnt. The other two shifts seem to be in good spots, and it doesnt have any problem kicking down if i need to accelerate. But if it kicks down into first it'll stay there until li let off the gas for a second. I'll check out that adjustment, unfortunately i dont have anyone here to help me today but I'm sure i can figure someething out
 
soo... some things came up and had to forget about the explorer for a bit, but now it needs to be sold so i gotta fix this last problem...

i adjusted the kick down linkage and tested the vacuum modulator, and theyre both working right and still no fixy...

you think it could be a sticky governor? Or maybe pulling the valve body and cleaning it out might help? I have no idea when the last time the thing was flushed or had the filter changed, but i drained some of the fluid from the cooler and it's still pretty red so i would venture to guess that it hasnt been COMPLETELY neglected...

any ideas?
