A4LD not shifting into second

Ok guys, so I'm posting this again about my A4LD because it stopped working again. In order to shift to second, I have to rev it way up, drop the gas so it's pretty much back to idle, then gas it again and it tries to shift but still won't. I changed the vacuum modulator on it and the vacuum line is good (no cracks, warping, etc). The guy I bought it from said it had a new shift kit put in it just before I bought it from him. It was also just rebuilt roughly 6,000 miles ago. Any other ideas except for just dumping the A4LD and putting in a different tranny?

What about taking out the valve body and either rebuilding it or just cleaning the crap out of it?

Are you getting full vacuum to the modulator.. i have seen the vacuum port at the engine where the line hooks up plug up and restrict vacuum flow or the steel line has plugged up also.

Another possibility is stuck governor.
