So, I have my tax return burning a hole in my pocket. a whole 480. I'm wanting more Power.

Would it be sensible to Turbo my 2.9, or just try to find a good 2.3 and Turbo that? Or.. just deal with what I have and go with a decent cat-back exhaust and a cold-air intake?

Put a 4.0 in her and you will get alot more out of it.

You should take it out of your pocket, take it down to the bank, and save it for a rainy day. :D A good start on saving for a potential swap. Always good to have back up funds when something breaks, or you need a new vehicle. It's nice to just have the cash then and there. $480 is not much to work with, and exhaust & CIA aren't going to be worth what you spend <-- and don't do that if you're planning on swapping to something else. It won't do you any good when you swap up, and resell on parts like that is pretty awful.
