A/C acting VERY dumb

I have a lot of issues with my A/C system, the fan speed doesn't blow on low, the max ac doesn't do anything max, it stays regular, and at random times the ac compressor kicks off. To get the compressor to kick back on I have to rev the engine to around 4,000 or just wait for it to decide to turn back on. I changed my switches thinking i just had a set, but it did nothing, everything stayed the same. I don't think I'm low on freon because when the compressor is on the ac fogs up my windows. Its already 85 degrees in Louisiana, if this isn't an easy fix its going to the shop.
 
AC can have too much (or too little) freon. Then the phase change of the system doesn't work properly. If you have to rev the engine, the pressure isn't building during normal operation. This is an indication of low freon or a non-sealed system. The fan speed is an indication of a bad speed resistor if it works the same all the time. However, if it blows on regular air and not AC, I am out of ideas.
The first step is to make sure you have the connections correct, then check the pressures of the system, then check for leaks and evacuate / recharge the system.
