99 Ranger 4.0L cam positoner syncrhonizer

99 ranger 4.0l is bucking at highway speeds, also making a squealing noise at start up. The truck has a new fan clutch, idler pulley and belt. It appear it is the Cam positioner Synchronizer. How much should it cost to repair and how difficult is it to replace. Any step by step instructions would be greatly appreciated.
 
Squeal on start up is likely a loose belt. Did this condition begin before or after the work was done? Did you mess with any wiring or connections doing the work? If a trouble starts after you " fix" something, then it isn't usually something else failing and more parts wont help. :D
 
This happened 6 months after previous repairs
