99 exploder 4x4 won't engage all the time

a friend of mine ha an 99 exploder with a live axle that won't go into 4 wheel drive .it does once in a while,but never when you need it.we have replaced the tcase motor and can hear it move but no 4 wheel drive.we jacked it up so all 4 tires were off the ground to see if it works but no.the front drive shaft does not turn.is there some sort of adjustment we missed when installed the motor.once in a blue moon it will engage.

Hubs have nothing to do with the front driveline. Your problem is in the transfer case or the power output from the transmission to the t-case. I would suspect electrical power if it is an electric. The other option is gearing or (if it's a manual) the linkage.
Do you have problems with the rear driveline? If not, it is the electric or internal linkage. First check and ensure good electrical circuits, power, and amperage, then (and only then) maybe time to drop the t-case an open it to check for broken things.

it go's in once in a while,it's an electrical t-case,you can hear the motor turn and hear a click.i was just wondering if there is an adjustment to do on this. and as i said before this is a live axle there are no locking hubs,auto hubs,the axle is bolted to the hub thats it. thanks guys
