98 Ranger Will Not start

I had to replace the timing belt on the 98 ranger due to brakage and now the engine will not start. it has a 2-5 with 215k on it.
I 've line up the crank at tdc and place the oil pump and cam sprokets with the diamond timing marks at 12 O'clock ( dimples at 3 O'clock). I have fuel and sparks but, still will not start. Just turns over and pop. Like it's out of timing. I've sprayed starting fluid and it still would not start. I checked compression and cold it's #1@115 #2@150 #3@135 #4@145. I have pump oil in the #1 cylinder and compression goes up to 150 so I have worn rings. The engine ran fine before the belt broke so compression should not be the problem. I have check on this site and I have found someone with similar problem but with no fix. Can anyone Help!

Turn the camshaft gear one complete turn, with the belt off.

Cam rotates twice for each single crankshaft turn.

It's 180 degrees out of time.

I Rotated camshaft gear one complete turn still no start. Thanks for the help!
 
I have figured it out! The tone ring on the fly wheel pulley slipped .The crank sensor would trigger off timing.
