'98 4.0 no rev over 3000

Hey all.
So I found a '98 explorer sport rust free problem is that the engine doesn't rev over 3000 in park or neutral. I haven't driven over to look at it yet but the guy says he has replaced most of the sensors on the engine, not o2. I'm thinking cat is plugged, what do you guys think?

There is a rev limiter in park and neutral... Three grand is all it is supposed to rev up to! Put it in gear and it should rev all the way..

Really I didn't know that, The guy says its really lacking power though, So i'm a guessing there is another underlying issue that I will have to look into then. Thanks for the info on the rev limiter.
