97 Ranger with temp sensor problem

My 97 ranger has a code that says the trans temp is over limit even at startup. Also the speedometer fluxuates when driving, and the transmission is constantly shifting gears. Is this all related or do I have mutiple problems? The code that comes up is 0713. Any help would be appreciated. I checked the resistance of the temp. sensor, and checked good. Have also changed the speed sensor.
