97 Explorer XLT 4.0 OHV Camshaft Synchronizer

Can anyone tell me if the machined portion (circled in red) should be exposed or if the lip should sit flush? I've removed and reinstalled the sync several times and each time it twists into position as the gears mesh and feels solidly installed. Please ignore the orientation of the install tool, I can explain if necessary.

There are two different length versions on the sync/driveshaft. We ran into this with the 4.0 swap in the B2. Your sync appears to be too long and bottoms out too soon.
 
Sounds like what happens when an oil pump drive is slightly out of line. The gear teeth mesh and grab, but don't allow the housing to fully drop. Try turning it slightly and try again. Repeat as necessary.

Never seen a distributor housing designed where that lip sits proud. Not a Ford anyway. And yes, I'm aware that's not technically a distributor. Lol.

Get your self a factory Motor craft part bet it drops right in properly. Had the issue a few years back with an after market one not fully seating. The issue I found when I Mic'ed it was the O-ring seat grove was not machined far enough and it hung up in the bore and kept the thing from fully seating. I went and bought the Motor craft part and it fit exactly as it should have. Some parts are just worth spending the extra cash on just because of the better fit.
