96 Ranger A/C clutch problem

Last week the a/c clutch needed to be replaced because the bearing was grinding. After I put the new clutch on, the front plate spins slowly and grinds a little bit regardless of whether the a/c is turned on and it won't blow cold air when it is on. The old clutch had a thin washer in between the front plate and the pulley which I didn't put on the new one. I thought that might be the problem but I put it in and the front plate doesn't spin at all, even when I turn on the a/c.
 
Well, it turns out that the fuse was blown when the old clutch burned out. I replaced that and now the clutch engages. However, it will engage for around 10 seconds then disengage for 5, then engage for 10, etc. I don't know if that's normal or not though. I've never had to work on the a/c before now.
