95 Ranger won't start, fuel pump stays on...

I have a 95 ranger that started acting up the other day. Drove fine for a few hundred yards and then just cut off. Tried to restart immediately and got the engine turned over but never started. Waited a few minutes and it started up fine. Put it in drive and it died again. Started again, drove about a mile and it died again. Started one more time and made it home. PCM threw code p0300 (random misfire).

In thinking that it might be the fuel pump I had just hooked up the fuel gauge and tried to get it to die again. It finally died again and I had 35 psig fuel pressure.

Here's where it gets funky. After several attempts the fuel pump relay began chattering the entire time the ingition was on engine off (KOEO). Immediately turned off and tried again and got the same result. Hooked up the ODB-II scanner and it wouldn't communicate. Went out the next day and now the fuel pump just stays on whenever KOEO. Is it maybe the PCM or Fuel Pump Driver Module? Where the heck is the Fuel Pump Driver Module?
 
Fuel pressure should be at least 60+psi, either KOEO or KOER. Fuel pump running KOEO is normal. You could have a bad relay that's not holding the on position.
 
My 94 was doing the same thing the other day it is very hard to start if it will start at all, and when running the CE light is on and its running really rough and smoking a little, which it never does, and the fuel pump runs all the time when the key is on and thats not normal it is supposed to come on just for a few seconds then go back off when the motor is not running and when i try to read the codes it wont do anything it acts like there is nothing hooked up . So i pulled my PCM out and found two of the little tower lokoking things burnt. I put some new ones in and that didnt fix anything so i ordered a new PCM it should be in monday

Manual says 35-45psig. I did swap the relays around with no change.

Nice find on the capacitors. I'll have to check and see if any of mine had a smoke leak.

Originally just checked my FSM, but a look at my Haynes does show a change in fuel pressure after 1998 to about 60psi and before at about 35-45psi. If you don't find anything in the PCM then maybe a bad relay ground.
 
my 92 3.0 is doing the exact same thing, relays clicking, fuel pump running non stop koeo, let me know if you fix it.
