Is it possible that I have a D28 in my 1995 4x4 ranger ?
I thought the D28's were all gone by the early 90's

That's a D35 beam alright.

You statement was my understanding (and others) of the D28/D35 for a long time, but apparently in 4 cylinder trucks they still had the hybrid (supposedly 3.0L too, but I've personally seen otherwise, unless it had already been swapped). Unfortunately the way to tell is the diff housing which isn't pictured.

Couple fins on the bottom = Real D35

Smooth bottom = D28 guts in a special housing to fit the D35 beam.

The good news is if you do have a hybrid, you can swap it all out, with inner shafts and the proper D35 Differential, and the donors front driveshaft. Or just swap the whole thing. The beams and the knuckles outward it's all still D35.

Pictures are most of the way to the bottom just above the BOM list.
