95 2wd manual 4L V6: My ABS light is on from time to time. When I apply the brakes I can hear the ABS motor run and the right front tire locks up (on gravel). What is the problem, and how do I trouble shoot it?

Check Your Fluids FIRST.

And scan it for codes, that will head you in the right direction. Check for loose front wheel bearings and inspect all the brakes as a starting point.
I hate ABS, it's true it will stop faster on clean, bare, dry roads, but add a little snow, rain, or dirt and ABS prevents stopping. One of my old service advisors called them anti-stop brakes.
