95 b2300 low/no power

I have a 95 b2300 with no power issues. I has a 5 speed manual transmission. I've replaced the computer, plugs, wires, both coil pacs, iac, maf, tps, crank position sensor, fuel filter, fuel pressure regulator, egr... I may have missed something... Still seems like the thing has a governor on it. Just getting it to 55mph is difficult. Worse on a hill. No codes now. It was running code for purge control and coil. Not anymore. Is there a way to find out which computer is right using the engine number? The calibration sticker on door jamb looks too new. I'm stumped and dealer is too far away. Am I the only one with this problem?

Cat converter muffler plugged??

Thanks for the reply. One thing I forgot to mention was that I removed and bypassed the converter and ran it without the muffler. No luck.
 
When I checked the fuel pressure it was good. I figured that the pump was ok because of that. It has a new air filter too. Thanks
 
Does it smell like it's burning rich? Does it have a miss or hesitation? What tires are you running?
